the draft Supplemental Charter provides that henceforward any extension of the Bank's operations (a) in India shall require the consent of the Secretary of State for India in Council, and (6) in any Colony the consent of the Governor in Council thereof. This requirement is made likewise to extend to Agencies, between which and Branch Banks there does not appear to be any definable difference.

3. It is enacted that, wherever the Bank may

be established, whether

in India or the Colonies, or in places outside Her Majesty's dominions, its business shall be carried on in
